Artykuł pierwszy.

Wysokie Układające się Strony, w przypadku, gdyby ich ustawodawstwo nie przewidywało już tego, zobowiązują się zmienić swoje ustawy w ten sposób, że ważność zobowiązań, zaciągniętych w materii weksli trasowanych i własnych lub wykonywanie praw, z tych weksli wynikających, nie może być uzależnione od zachowania przepisów o opłatach stemplowych.

Mogą one jednak zawiesić wykonanie tych praw aż do uiszczenia opłat stemplowych, które ustanowiły, oraz należnych grzywien. Mogą one również postanowić, że przymiot i skutki tytułu natychmiast wykonalnego, które, według ich ustawodawstw, byłyby przywiązane do wekslu trasowanego lub własnego, będą uzależnione od warunku, że opłata stemplowa zostanie, z chwilą wystawienia dokumentu, należycie uiszczona zgodnie z przepisami ich ustaw.

Elles peuvent toutefois suspendre l'exercice de ces droits jusqu'a l'acquittement des droits de timbre qu'elles ont prescrits ainsi que des amendes encourues. Elles peuvent également décider que la qualité et les effets de titre immédiatement exécutoire qui, d'après leurs législations, seraient attribués à la lettre de change et au billet à ordre, seront subordonnés à la condition que le droit de timbre ait été, dès la création du titre, dûment acquitté conformément aux dispositions de leurs lois.

Les instruments de ratification seront déposés avant le 1-er septembre 1932 auprès du Secrétaire général de la Société des Nations, qui en notifiera immédiatement la réception à tous les Membres de la Société des Nations et aux Etats non membres parties à la présente Convention.

The Secretary - General of the League of Nations, when making the notifications provided for in Articles 3 and 4, shall state in particular that the ratifications or accessions referred to in the first paragraph of the present Article have been received.

Every ratification or accession effected after the entry into force of the Convention in accordance with Article 5 shall take effect on the ninetieth day following the date of receipt thereof by the Secretary-General of the League of Nations.

Niniejsza konwencja nie będzie mogła być wypowiedziana przed upływem dwóch lat od daty, w której wejdzie ona w życie w stosunku do danego Członka Ligi Narodów lub w stosunku do danego Państwa, nie będącego Członkiem Ligi Narodów; wypowiedzenie to zacznie wywierać skutki dziewięćdziesiątego dnia po otrzymaniu przez Sekretarza Generalnego notyfikacji do niego wystosowanej.

Le présente Convention ne pourra être dénoncée avant l'expiration, d'un délai de deux ans à partir de la date à laquelle elle sera entrée en vigueur pour ce Membre de la Société des Nations ou pour cet Etat non membre; cette dénonciation produira ses effets dès le quatre - vingt - dixième jour suivant la réception par le Secrétaire général de la notification à lui adressée.

Tout Membre de la Société des Nations et tout Etat non membre à l'égard duquel la présente Convention est en vigueur, pourra adresser au Secrétaire général de la Société des Nations, dès l'expiration de la quatrième année suivant l'entrée en vigueur de la Convention, une demande tendant

W chwili podpisywania konwencji z dnia dzisiejszego, dotyczącej opłaty stemplowej w przedmiocie weksli trasowanych i własnych, niżej podpisani, należycie upoważnieni, zgodzili się na następujące postanowienia:

Członkowie Ligi Narodów i Państwa, nie będące Członkami, w razie niemożności złożenia przed 1 września 1932 r. ratyfikacji niniejszej konwencji, zobowiązują się w ciągu piętnastu dni od tej daty, skierować do Sekretarza Generalnego Ligi Narodów zawiadomienie co do stanu ratyfikacji u nich.

jedynymi dokumentami, do których stosują się przepisy niniejszej konwencji są weksle trasowane, przedstawione do przyjęcia, przyjęte lub płatne gdzie indziej niż w Zjednoczonym Królestwie.

3. Również, istnieje zgoda że, co się tyczy Północnej Irlandii, przepisy niniejszej konwencji będą stosowane tylko z takimi zmianami, które okażą się konieczne.

4. Rząd każdego z Państw, będących Członkami Ligi Narodów lub Państwa, nie będącego Członkiem Ligi Narodów, jeżeli chce przystąpić do konwencji na zasadzie artykułu 4 z ograniczeniami wyszczególnionymi w ustępie pierwszym, wyżej powołanym, może o tym zawiadomić Sekretarza Generalnego Ligi Narodów, ten zaś zawiadomi o tej notyfikacji rządy wszystkich Państw, będących Członkami Ligi Narodów i Państw, które nie są Członkami, w których imieniu konwencja będzie podpisana lub które do niej przystąpiły, i zapyta je, czy nie zgłaszają sprzeciwów. Jeżeli w terminie sześciu miesięcy od powyższego zawiadomienia, nie będą podniesione żadne sprzeciwy, udział w konwencji kraju, powołującego się na wspomniane ograniczenie, będzie uważany za przyjęty z tym ograniczeniem.

4. Le gouvernement de tout Membre de la Société des Nations ou Etat non membre, désireux d'adhérer à la Convention en vertu de l'article 4 sous les limitations spécifiées à l'alinéa 1 ci-dessus, peut en informer le Secrétaire général de la Société des Nations. Celui-ci communiquera cette notification aux gouvernements de tous les Membres de la Société des Nations et des Etats non membres au nom desquels la Convention aura été signée et au nom desquels il y aura été adhéré, en leur demandant s'ils ont des objections à présenter. Si, sans un délai de six mois à partir de ladite communication, aucune objection n'a été soulevée, la participation à la Convention du pays invoquant la limitation en question sera considérée comme acceptée sous cette limitation.
